Chartered ABS response to the Growth and Skills Levy consultation

In its consultation response, the Chartered ABS urges the Government to reconsider its decision to restrict some level 7 apprenticeships from levy funding. Restricting level 7 apprenticeships, such as the Senior Leaders apprenticeship, which improve management practices and productivity, is counter to the Government’s growth mission and Industrial Strategy.
Our response urges the Government to adopt the following positions in their policy on level 7 apprenticeships:
Make exemptions for public sector bodies and SMEs so that they can continue to use levy funds for level 7 apprenticeships.
Allow all levy-paying employers to use the proposed flexible element of their levy budget to spend on level 7 apprenticeships if they choose to.
Stipulate that levy funding should only be spent on verified and regulated training and qualifications delivered only by providers based in the UK.
Increase the budget available to pay for all levels apprenticeships up to level 7, for all ages, by closing the gap between the levy receipts and the levy budget, which the Office for Budget Responsibility estimates would make available a further £800m in 2024/25.
