The Chartered ABS has responded to the Government’s decision to withdraw funding for Level 7 apprenticeships from January 2026, except for apprentices aged 18 to 21.
Government’s Industrial Strategy Green Paper: Chartered ABS responds

The Chartered ABS has responded to the Government’s Industrial Strategy Green Paper, which proposes a modern and ambitious vision for the UK business landscape, placing private business, entrepreneurship, and innovation at its heart. Our members broadly support this vision but have several comments about the way the strategy will be implemented.
Our response highlights the following issues:
Universities and business schools should be considered a high-growth sector because they make significant contributions to economic growth and support other high-growth sectors.
Specifically, within the higher education sector, transnational education (TNE) is a huge growth area and should be supported by the Government.
Business schools play a huge role in addressing the productivity and investment gap through research and development, support to SMEs, Knowledge Transfer Partnerships, executive education, degree apprenticeships, the Small Business Charter, and Help to Grow: Management.
Level 7 apprenticeships should be protected because they are key drivers of economic growth and productivity. Investing in senior leadership training has a positive knock-on effect on junior employees.
